The Parties will first attempt good-faith settlement. If unresolved, the dispute shall be submitted to the competent authority or court in Rwanda. A Party is not liable for delay caused by an extraordinary event beyond reasonable control, provided it promptly notifies the other Party and takes reasonable steps to reduce the impact.
